The founder Dr. Zahi A. Khalil is a railway executive and engineer with over 25 years of professional experience.
Combining the agility of a modern consultancy with the expertise gained through decades of railway project delivery.
Dr. Khalil has held senior leadership positions and contributed to the budgeting, planning, implementation, and management of railway projects and transportation initiatives throughout his career.
For more than 25 years, he has dedicated his career to the planning, development, management, and modernization of railway systems across the Middle East and GCC region. His experience spans railway engineering, infrastructure delivery, strategic planning, project management, operations, institutional development, and heritage railway preservation.
A defining chapter of his career was serving for approximately 12 years as Project Director on the Haramain High Speed Railway Project in the Kingdom of Saudi Arabia—one of the largest and most prestigious high-speed rail programmes in the Middle East, with an investment value of approximately USD 4 billion. During this period, he was involved in leading multidisciplinary teams, managing complex engineering and construction activities, coordinating with international stakeholders, and contributing to the successful delivery of this landmark railway programme.
The Founder has personally led the Programme Management Office for this complex high-speed railway programmes, coordinating international contractors, global design consultants, the Independent Engineer, and the Client under a unified programme governance framework.
Following this international experience, he served as Director General of the Jordan Hijaz Railway Corporation, where I led strategic initiatives to modernize railway operations, preserve one of the region’s most significant railway heritage assets, strengthen international partnerships, and promote sustainable railway development.
Throughout his career, he has advised governments, railway authorities, contractors, consultants, and international organizations on railway strategy, engineering, project management, feasibility studies, procurement, infrastructure delivery, and institutional development. He has also represented the railway sector at international conferences and contributed technical research in railway engineering and project management.

The firm’s Founder and Managing Director, Dr. Khalil, completed a Doctor of Business Administration (DBA) with a dissertation entitled: “Delay Factors in Mega Construction Projects: The High-Speed Multi-Phase Design-Build Railway as a Case Study.”

This research examined the principal causes of delays affecting large-scale construction and railway projects and developed strategic recommendations to improve project planning, risk management, stakeholder coordination, procurement, and delivery performance. The findings strengthen Track Dynamics’ ability to support clients in reducing project risks, improving schedule certainty, and enhancing overall project governance throughout the project lifecycle.
Today, as Founder & Managing Director of Track Dynamics, he is focused on helping governments, railway authorities, investors, and private-sector clients deliver successful railway projects through independent advisory, engineering, project management, technical due diligence, and strategic consulting services across Türkiye, Jordan, Saudi Arabia, the GCC, and the wider Middle East.

- High-Speed Railway PMO Establishment
Served as the pioneering engineer responsible for initiating and establishing the Project Management Office (PMO) for one of the world’s largest high-speed railway programs. Responsibilities included:
- Developing the PMO governance structure and operating model.
- Recruiting and leading multidisciplinary PMO managers and engineers.
- Establishing project controls, reporting systems, and performance monitoring.
- Implementing coordination mechanisms between engineering, construction, commercial, and operational functions.

Served as railway specialist and consultant representing the Government of Jordan for nationally significant railway infrastructure initiatives, leading project coordination among key stakeholders, including:

This role focused on governance, strategic coordination, commercial alignment, stakeholder management, and ensuring project readiness throughout the planning and development phases.
