The HHSR Project is a double-track standard-gauge electrified railway line with a design speed of 365 km/hour and an operation speed of around 300 km/hour.
Starting from the Makkah region, HHSRP alignment passes through urban areas then through very hard rocky none-stable mountains, then again through urban areas including major road intersections in Jeddah city which requires the building of mega viaducts and tunnels, then through a dessert section with some deep cut area in Rabigh city, and finally through the Harrah (a volcanic lava field) areas and rocky areas at its end section in Madinah region. The project, in full operation, will transport 60 million passengers per year on 35 trains, with a capacity of 417 per train and traveling at a speed of 300 km/hour.

The project is to develop a light rail system along the Zarqa–Amman corridor using the existing Hejaz railway alignment with extensions to Queen Alia International Airport (QAIA), a branch line to Madaba, and integration with new urban developments such as New City (Amra), thereby treating the project as an integrated LRT network rather than a standalone corridor.
The scope of work is to determine potential ridership, modal shift, fare policy, and operational sustainability, evaluate the project as an integrated LRT network, rather than a standalone corridor, including future urban developments such as New City (Amra), identify opportunities for non-fare revenue generation, including transit-oriented development (TOD) and commercial activities, and provide recommendations on potential Public-Private Partnership (PPP) structures.

Türkiye, Syria, Jordan, and Saudi Arabia are actively pursuing the revival of the historic early 20th century Hejaz Railway as a modern, cross-border trade corridor. Signed through recent agreements and memoranda of understanding, the project aims to link Europe and Türkiye through Aleppo, Damascus, and Amman down to the Gulf region. This initiative aims to restore the historic Hejaz Railway, establishing a strategic north-south transportation corridor connecting Istanbul, Adana, Aleppo, Damascus, Amman, Medina, Mecca, and Jeddah, offering an alternative to maritime transit through the Strait of Hormuz, Bab el-Mandeb, and Suez Canal. Longer-term plans envision extending the network to Oman, creating a land corridor between Europe and the Gulf of Oman.
